The former treasurer for the Town of Wales, Rodney Kincaid, was arraigned yesterday in Hampden County Superior Court.
He’s charged with:
- Embezzlement by a municipal/county officer under G.L. c. 266, Sec. 51;
- Larceny over $1,200 per G.L. c. 266, Sec. 30; and
- Uttering a false check under G.L. c. 267, Sec. 5.
All counts are felonies.
According to the Massachusetts Attorney General’s Office (AGO):
from June 2019 through 2025, Kincaid allegedly embezzled approximately $138,150 from the Town by creating and submitting fraudulent invoices, processing those invoices through his role as Treasurer, and causing Town checks to be issued and diverted to accounts under his control, including credit card accounts.
Kincaid also served as treasurer for the Eastern Hampden County Veterans’ Service District, an intermunicipal agency that provides veterans’ services on behalf of the towns of East Longmeadow, Hampden, Brimfield, Wales, and Holland.
The AGO alleges that “from August 2023 through December 2025, Kincaid embezzled more than $50,000 from the organization by using his position to issue unauthorized checks, payable to himself.”
Kincaid was released on his own recognizance. His first pretrial hearing is scheduled for September 9.
