Criminal Charges and Background Jacob D. Miller, 44, pleaded guilty to possessing and mailing plutonium from Russia, selling toxic substances, and illegal firearms possession as a felon. He had prior convictions for child pornography and explosives. Operating under the business Collect The Periodic Table, he sold radioactive and toxic elements online and mailed them to about 138 customers in the U.S. and abroad between 2017 and 2025.
